The test is intended to judge the mental calibre of a candidate. In broad terms this is really an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgement, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.

Any degree from the government recognised university or university affiliated colleges. Student studying in final year also can write the exam but he/she should have passed their under graduation before writing their mains exam.

Age limit for an aspirant is depends upon his community. For General category aspirants age limit is 32. For Other backward class community age limit is 35. For Schedules caste/Scheduled Tribes age limit is 37.

An attempt to exam is counted when aspirant attends atleast one paper in prelims.
